The room price already includes hotel taxes. The payment page shows the final total before you pay, including any charge for the payment method you choose, so nothing is added after payment. If a property collects anything at check-in, such as a local tax or a security deposit, check the room details before you book.

It depends on the rate you picked. A free-cancellation rate can be cancelled until the deadline shown on the room, and once the cancellation is confirmed the refund goes back to your original payment method. A non-refundable rate is usually cheaper but is not refunded. The cancellation rule is shown on the room before you pay.

For normal weekends, two to three weeks is usually enough. For Goa in December, hill stations in May and June, or any city during a festival or a long weekend, book four to eight weeks out - inventory in those windows sells before the price ever comes down.
